Need new recipe action type

Currently distinguish between "refine" and "build" (aka craft directly in inventory). Some items currently showing up in the tool are actually building items such as rooms, which of course are crafted in yet another way - call it the "construct" action. Figure out how to distinguish these - probably based on item type or category.

It's possible that the Substance:BuildingPart and Product:BuildingPart flags can be used to distinguish these items. The two category values seem to occur in tandem, always, and there are currently 327 of them defined in generate-items.rkt. (Out of 814 total items!)
