Improve keyboard accessibility by moving the cookie notice to the beginning of the page #5
Description
For better accessibility and usability, it would be better for the notice to be a simple dismissable element at the very beginning of the page.
At the very least, it would be beneficial to move the notice to the beginning of the page in the source order, even if the notice remains otherwise identical for now.
