when slugifying delegates, check if slug is already taken #53
Description
If slug already exists, increment it.
Eg: https://api.arkdelegates.io/api/delegates/satoshinakamoto/ is for satoshi.nakamoto delegate, but if satoshinakamoto delegate gets registered it will cause issues.
