StatefulVMTests#launchVMWithIP should not use arbitrary static IP config #20
Description
At the very least the test should attempt and analyse the target subnet range or static IP pools and pick an address from there. If all that is unavailable as in some cloud environments then and only then it could try and go with the arbitrary address config.
