add consistency checking #21
Description
currently, there is no way to check whether a material declared to be input/output of a facility has been listed in the set of materials. this would be a nice quality of life improvement when building json input files.
an additional consistency check would be that certain facilities produce the commodities they are claimed to produce. this was the original reason why production and producers were included in the data structures returned by parsers.
