Hydrotrend Ganges notebook hangs on initialize

Thr [Hydrotrend Ganges notebook](https://github.com/csdms/pymt/blob/master/notebooks/hydrotrend_Ganges.ipynb) hangs on the call to *initialize*:
```
hydrotrend_GQ0.initialize(config_file, config_folder)
```

I've only tried this on the OpenEarthscape JupyterHub, CSDMS kernel, pymt=1.3.1.
