[5.8.22]: Changing an image transform mode does not delete/invalidate/regenerate already generated transformed image files #18249

What happened?
I already reported this bug in #17615 and it got fixed, but it is there again. I am using latest Craft 5.8.22.
This time I changed an image transform mode from "Letterbox" to "Fit" and also the image transform dimensions, cleared all caches (in Utilities -> Caches and Utilities -> Asset Indexes), but still I get the same old already transformed "letterbox" images served. The transformed image files are not invalidated/updated at all. (This is not a browser caching issue.)
