pod can not communicate witch each other which on different node

I use netctl to create a subnet
cmd：
netctl net create -t cisco -n data -e vlan -p 120 -s 192.168.11.0/24 -g 192.168.11.1 cisco

but i found pods on differnt node can not communicate

any idea?
