Many service providers are not shown because the select search words do not appear explicitly in the desc or the program and serivices

Describe the bug
When searching on the services page, switching between service selections seemingly reveals less than 30% of the total 124 service providers.

To Reproduce
Steps to reproduce the behavior:

1. Go to the services page
2. Click on select different selectors such as Health, Reentry, etc.
3. See error

Expected behavior
Should be able to see any resource, expected frontend is open to your creativity

Use the serviceprovider.tag for filtering. IN ADDITION to current filtering. (So that would be use the criteria of an V (or).
