Replace filtermail.py with a Rust version

There are many reports from operators that on small machines the filtermail and filtermail-incoming services are heavy on RAM especially, and some operators have resorted to regularly restart filtermail systemd services. 
Plan is to rewrite it in Rust, and make "filtermail.rs" a drop-in-replacement, compiled as a static binary.
