Taking total stake amount as input, suggest the top 16 validators to stake on by optimally dividing the total stake to maximize returns

Critical constraints:
To determine reward to risk ratio, we require a stake amount to determine the potential earnings - the challenge is to compare the possibilities on distributing the stake between the validators and selecting the most optimal set of validators
