generic modules don't currently have the ssml tags

the command-line could be given it through an $SSML variable

another way could be a configuration option to decide whether to pass SSML or pure text in $DATA

(as of the current code, it strips ssml before converting the character encoding. We should be able to exchange these so we get both text and ssml in the same encoding)
