The bootstrapped downloader is still stored within the template after completing its build

Files related to bootstrapping the provisioning step on each template still reside in the SystemRoot. This includes things such as:

- `_download.cmd`
- `wget.exe`
- `curl.exe`

There might be some more, but these are the things that I saw which should probably removed during the "clean" step.
