[Feature Request] Flatpak Preinstall

Add an option to the flatpak module to preinstall flatpak packages so that they will be ready immediately to first time users instead of having to download the application after first login

The OS runs flatpak preinstall -y (or its GUI equivalent) on system startup, which then does the actual installation.

So this doesn't remove the need for the applications to be downloaded on first boot. (Not saying it's not a good idea to use this anyway, just clarifying what it does.)
