Integrate utf_view into Compiler Explorer

Hey @ednolan @tzlaine,

I saw that the utf_view repository depends on transform_view. Is there any reason for having transform_view outside the beman organization? I think it's would be a bit difficult to maintain / make sure that we keep consistency in the future.

I think @tzlaine intends to move transform_view into the Beman organization at some point.

transform_view is now part of the bemanproject organization and #75 has made utf_view reflect that fact.

How should I move forward to get utf_view incorporated into Compiler Explorer now?
