What spatial reference/coordinate system are the outputs using? (SFMS outputs are currently in LCC. We need COGS with SRID 3857 for SFMS Insights.

Describe the task
Spatial reference and coordinate system should be chosen, and outputs should be consumable by the frontend for visibility inspection.

Acceptance Criteria

• Outputs should be able to be visible and browseable on SFMS Insights
• Snow layer is on top of all layers, it's toggleable via checkmark outside of the dropdown
• Dropdown includes all calculated rasters and fuel layer that are mutually exclusive
• Legend should display the raster color breaks of the chosen raster
• Mouse cursor hover should surface the value under the pixel, hide tooltip when it's equal to no data value

Additional context

• Consider defining outputs as Cloud Optimized GeoTiffs (COGs).
• The desired cell resolution for calculations is 250 m. The current resolution of SFMS calculations is 2000 m.
