Feature request: make columns draggable

My proposal is to allow swapping columns using drag and drop. The benefits of see are:

• Reduce interaction cost by not having to open column, clicking on menu, and the move to either right or left button. All replaced by a smoother action (which already exists on the cards).
• Allow moving across multiple columns, so that when a user wants to move a column more than one position at a time, the interaction is even easier.

Unknown unknowns

• Should the columns be swapped or rearranged? I.e. I move column in position 1 to position 5. Should column in position 5 go to position 4 or 1?
• Is it possible to leverage the existing drag_and_drop_controller.js?

I'd like to collaborate where possible if this is carried out!

As as was using Fizzy, I realized that collapsed columns are already a drop area, it would be a matter of making a column draggable. Which probably simplifies the implementation a lot.

Not against this, just focused on dragging and dropping of cards since that's something you do often. Moving columns around is more of a set it up and forget it kinda experience. If you want to put together a PR we'd be happy to look at it, but it needs to account for all the conditions. Clicking a column instantly opens it, and we'd want to keep that. Does the column have to be open? Do you need a modifier key to allow column dragging? Be sure to consider all the conditions.
