Solid schemas are not getting loaded in OSS mode

I'm playing with Fizzy locally with Sqlite, but turbo broadcasts are broken. It seems the cable: schema_dump: directive is missing from config/database.sqlite.yml

@fig schema_dump doesn't need to be specified, because the default value is fine. Can you share what command you're running and what error message you're seeing, so we can diagnose what's happening?

Hmmm, unable to replicate now.

When I ran bin/setup yesterday, rails db:prepare was not creating the solid_cable_messages table in storage/development_cable.sqlite3.
