Look into pre-commit for project-wide Git pre-commit hooks

It might be useful to check whether this tool is necessary (at all), or if perhaps similar tools exist which are better (suited for what we need).

This is particularly handy for at least these reasons:

• Adding SPDX headers with the reuse tool
• Code autoformatting (?)
• Running tests (?)
