Go required for FIPS build.

The FIPS build requires Go to be installed in the build environment. Consumers often find this build requirement unexpected/unwanted, especially for downstream consumers of aws-lc-rs.

Feature Request

Implement the "delocator" and other functionality required for the FIPS build in C to avoid additional requirements for the build environment.

While we do want to remove Go as a dependency from our build, as it can be a pain for our users to build our FIPS module, we do not have any plans to tackle this in 2025. We will leave this open so people can provide feedback and if our plans change, we will update this ticket.
