Add ROS topic for hazards

Not sure what all is involved, software and/or just documentation, but I noticed on the following website that the Hazard Lights system is missing. http://wiki.ros.org/pacmod3

Also, cross referencing against the table of contents on the Startup Guide version 3.3, these others may be missing also.

1. CRUISE_CONTROL_BUTTONS_CMD
2. DASH_CONTROLS_LEFT_CMD
3. DASH_CONTROLS_RIGHT_CMD
4. MEDIA_CONTROLS_CMD

Andy, Those four are currently disabled in both the firmware and the pacmod driver. The Hazards, however, are enabled, at least on the Lexus.
