Check unit test cases

The test cases are comments in the test folder. These test cases should be reviewed to make sure we have all the appropriate unit tests.

A few suggestions:

1. Parameterization should include a version with params specified in a list (e.g. each job parameter is fully specified instead of using metaparamters
2. commandlist- test local workflow + local execution separately from local execution alone (localwrap vs s3wrap)
3. Perhaps we can set up a variable to indicate aws is not set up and enable test skipping of aws features in that case to streamline testing of local installs
