Increase the cadence for publishing patch releases.

As folks continue to use datafusion more and more for production use cases it becomes more important to get fixes as soon as possible - especially correctness issues. At the moment we get around this by maintaining a fork internally and merging patches into that fork but this is cumbersome and I'd rather have people dedicate time to the upstream for everyone to benefit rather than putting time into maintaining a fork?

Is there anything we can do to improve this?
