Add DPP support to native_datafusion/CometNativeScan

#3349 shows how to do per-partition plan serialization and DPP for Iceberg scans.

Describe the potential solution

Apply that logic to native_datafusion/CometNativeScan for Parquet scans.

Additional context

I have a branch for this already, just waiting for #3349 to merge.
