Prompt input is cleared when a permission or question dock appears

Description

When the AI triggers a permission request or question tool mid-session, any text you have typed into the prompt input is silently cleared. After dismissing the dock, the prompt is empty and you have to retype your message.

Steps to reproduce

1. Start a session
2. Type some text into the prompt (do not submit)
3. Wait for the AI to trigger a permission request or question tool
4. Dismiss the dock
5. Prompt input is empty

Expected behaviour

Text typed into the prompt should be preserved while a permission or question dock is shown.
