Throw Exception if a test that is mutational is executed with the wrong listener

Mutational tests have some requirements:

1. They need to be run with the Mutational listener , Phased tests need to be run with the Phased listener. Otherwise an exception need to be thrown
2. Mutational scenarios should no longer have the @PhasedTest annotation
