Replace PhasedEvent with Event

PhasedEvent is related to Interrptive Events. We should instead use an Event annotation.

Characteristics:

• By default : NIE
• Values : NIE, IE
• More than one step can have one
• in NIE : The scenario is suffled based on the number of Events
• in IE:
  • if more than one exist in a scenario : throw an exception
  • work as Phased Event
  • When both Phased Event and Event exist, Event takes precedence.
    • Issue Warning when it is the case
• Allow for hard coded event name declaration
• Allow for wrapping declarion (default : 33)
• Set PhasedEvent to Deprecated
