Rescanning on changes to the allowed licenses

Is your feature request related to a problem? Please describe.
I'd like to have some way to re-scan all dependencies when removing allowed licenses in order to ensure that there are no dependencies with now banned

either

• automatic detection on changed allow lists to cause a full assessment
  or
• a flag to handle the case manually

Describe alternatives you've considered
Reading the SBOM myself but its not an attractive solution.
