Create and use database migrations

This would make it easier to track what's getting applied to the DB, especially when it moves into production. Should probably be used with golang migrate

Bumping the priority of this to high - once we have a production database this will be much more important for maintaining data integrity when we update the database tables.

• Should i use a specific migration tool ?
