Remove bower and upgrade build tools #80
Description
Now that bower is deprecated and suggests alternatives, do we want to look into upgrading off of bower?
- npm
- yarn
- jspm
If we do want to upgrade, we will need to look into properly delivering 3rd-party UI code to the client, as currently we're relying on bower's flat dependencies and installing straight to the wwwroot folder.
