Home page: paginate and search release batches

Pretty self-explanatory. Currently, we load all release batches. We should probably set a limit and make the page easier to consume.

Planned features:

1. Show 20 release batches
   • add pager at bottom
2. Add search bar at top
   • will search id and title
3. (Optional) Order batches by name or modify date
