Overhaul `WoltLabSuite/Core/Component/User/List`

The component is technically outdated and dependent on methods in DBO actions. Instead, RPC endpoints should be used or an implementation using list views should be considered.

At the same time, the visuals (template userListItem) are also outdated and in need of improvement.
