WinterTC needs to choose a Code of Conduct

The previous CoC was from W3C, and specific to their needs. WinterTC must elect or write a new code of conduct, either from another Ecma TC (TC39's is pretty well thought-out), from a template provided by GitHub, or from an ad-hoc meeting to design a CoC.
