File Upload Improved - Not Loading for Guest User #1676

Steps to reproduce the behavior:
- Go to public portal page as guest user where flow is embedded.
- Move through screens until you get to Add Expense screen.
Expected behaviour
The file upload component should be visible on the screen.
Actual behaviour
The screen loads, but the file uploader is not showing and instead there is an error message in its place: Something went wrong with the "SE_UploadReceiptGuest" screen component on the "Screen Flow: MV-FIP Reimbursement Submission" flow. Contact your Salesforce admin about this error. LWR3008: Error loading https://us-energyfoundation--full.sandbox.my.site.com/forms/webruntime/component/latest/prod/en-US/c%2FfileUploadImproved
- The 'Set Visibility to All Users' box is checked in the component settings.
- I went to Files > General Settings in Setup and made sure 'Allow site guest users to upload files' is checked.
- The component works as expected for standard users.
- If I go to the flow builder and debug it as the Guest user, the file component works (no error).
- I have verified that the Guest user is assigned to the permission set AND the Guest profile has access to the apex class.
- It's working in our Partial Sandbox, but not our Full Sandbox. However, I can see no difference in the flows, guest profile, experience cloud settings, or system sharing
- The flow is run in System Context Without Sharing.
