I cannot uninstall this app

I deleted the .exe, no app in startup folder, used the task kill thing, nothing helps, how to fix it??????

I restarted mty pc and gopher stopped

It launched up again after some time

It was 3 WEEKS, it stopped 3 WEEKS ago, It startted RIGHT NOW AGAIN
