Suggestion: Placing a banner on unsafe blocks #1002

There is a problem, when using unclaimed_zone_build and unclaimed_zone_destroy set to false. Players, who live in the desert are immune for siegewar battles. Attackers are unable to place a banner on sand blocks.
Describe the solution you'd like
A possibility to either allow placing banners on sand, or making a mechanic, which will replace a block under the flag for something safe (like stone or anything else).
Describe alternatives you've considered
I can't think of an alternative besides what I mentioned above.
