show upcoming attestations in REST API on more then 50 validators

For the cli it makes sense to not log upcoming attestation duties if a certain threshold of monitored validators exceeds.
Currently the REST API behaves the same way and returns [ ]. This is not expected. It should still be possible to grab duties via API.
