Data uploader unable to run without postgis, geoserver, or rdf4j #48
Description
It would be useful to be able to spin up a 'slim' stack e.g. with just blazegraph or postgis, and upload some triples or tabular data, without the overhead of various unnecessary containers.
At present, one can safely exclude the citydb and 3dtiler containers from the stack, and still successfully upload data. However, excluding either postgis, geoserver, or rdf4j will break the uploader (even though the stack spins up successfully).
