Next Best Action Recommendations need to have costs as well as value. i.e. Risk & Reward

Currently our next best action simulator only assumes benefit, we don't assume any costs.

If we're able to either simulate costs (or have a user input the costs they estimate themselves) we can have a 2-d axis in terms of Value And Effort (see below)
