minimum portal distance for "no portals lite mode"

A configable minimum distance 2 portals need to be away from each other to function would enable a "no portals lite" mode.

for exaple if the minimum distance is 1000m two portals over 1000m away fuction as they should, but two under 1000m cant be portaled between.

This allows portals to be used to travel massive distances but doesnt completly surpass boats, roads and mounts
