Separate hardware library

As discussed, we should probably split the Python package into three separate submodules:

• The hardware interface
• The standalone setup including HDF5 writing and ZeroMQ socket
• The constellation satellite

Side note: we e.g. had issue in certain states that self.zmq_address in tlu.py doesn't exist, where this separation would help
