Deprecate unused preprocessors

#1: Action Recognition Preprocessor -- not in use by any handler, only used in testing, unreliable, and broken

Please scout for any other microservices that are spewing errors in logs that are not in service to us.

None of the others stick out to me from reviewing docker-compose.yml, but ping to @JRegimbal if we think the components created primarily for the 2diy are likely to have use in the future, or if we should deprecate them as well, e.g.:

@VenissaCarolQuadros we DO use the OSM components I comment on above, correct? So those two should definitely remain, correct?

Yes, map-tactile-svg handler uses openstreetmap preprocessor (osm-streets-handler does as well). svg-open-street-map is its debug handler.
