is it intentional that org.seleniumhq.selenium:htmlunit3-driver is not part of the billo of material dependency org.seleniumhq.selenium:selenium-bom?

I think yes, because the htmlunit-driver is not (no longer) part of the core selenium distribution. You have to add it to your pom if you like to use it.
