how do I create postgres server

i borked everything. How do I obtain a URL for the postgres server I am trying to use?

Run this command. heroku config:get DATABASE_URL -a <your_heroku_app_name>

Well then I don't know because my database is a heroku add-on

I think I know how to make one but it requires a lot of port forwarding and a new ethernet cable.
