[Bug]: Token Rotation with offsets

Describe the Bug

When you offset the token image within the Edit Token dialog, Layout tab, the resulting visual rotation of the token does not behave as expected.

You can no longer reproduce what was possible up through 1.18.x.

To Reproduce

Open a tokens Edit Token dialog box.
Click the Layout tab.
Change the values or move the Vertical and/or Horizontal sliders.
Click OK
Rotate the token.

Expected Behaviour

Something that mimics what was available in prior MapTool versions. This is a 1.17.1 example of what is expected.
