Create a system in github for creating and tracking quests.

Problem to be solved

We need a way to track and manage small, one-off tasks for:

1. Tasks to give new potential contributors, so they have low risk, low barriers ways to get started.
2. Tasks to give more junior or part-time members of R Group.

Requested solution

The solution should:

• Let all R Group members create quests, accept submissions, mark things as complete
• Ideally, only R Group members can create quests and mark them as complete, but anyone can see and comment on them
• Exist as part of the R Group github organization
• Be public so we can share quests externally
