Announcement System

Implement an announcement system so we can send news when needed for stuff like cloud changes.

The announcement system is currently up in the air. The way I'm thinking it will work is that we will have an endpoint on the API as we do for expansions. If enabled in the config, on startup via console or when an OPed player logs in-game for the first time (of that reboot), it will display a simple message to the user which they can hover over and receive announcements via a tooltip.

Announcements will be useful because it will allow us to target different versions of the plugin. For example, if we release an update, we can let the other versions know that there is an update via the announcement. If we find an important bug in the plugin after we release the update, we can make users on the version aware of the issue.

If we plan to do maintenance, we can inform all versions of when it will take place and how long it will take place so that if they receive errors such as not being able to connect to the eCloud, they will know why.
