I'm ready to consider this the final version, bar for any potential bugs and/ or mistakes.

Cc @razgraf and @SolcAndMe - feel free to install v4.0.0-beta.2 in your dev environments, and treat it as a production-ready version.

Couple of notes:

• I have managed to get the deployment cost further down to ~516k.
• I have decided not to release the v4.0.0 at this time. I will wait for this project (PRBProxy) to get audited first.
• I am still due to document PRBProxy v4 using the wikis. I hope that I will find the time to do this in the near future.
