Match MSP `hfun`s

The set of MSP hfuns available in the Python implementation is different from that of the MATLAB implementation. It has been decided that we will allow for the set of MATLAB hfuns to be a proper subset of the Python hfuns. To achieve this,

• @jared321 will remove h_piecewise_quadratic_1.m, which is no longer used in tests and appears to be vestigial
• @jmlarson1 will port h_max_sum_beta_plus_const_viol.m to Python and include it in, at the very least, the test_benchmark_manifold_sampling.py test

Note that the application-specific h_max_gamma_over_KY will be in Python, but not in MATLAB.
