Documentation Link Broken (Probably Wrong Repo)

I apologize, this is probably the wrong repo ... but there are 292 repos associated with https://github.com/OpenVoiceOS, and I couldn't tell which one powered that central GitHub page.

Whoever controls it, it's got a (key) broken link:

The link points to https://openvoiceos.github.io/community-docs/, but that page is a 404.

It's on the first link I provided, ie. https://github.com/OpenVoiceOS (use CTRL +F for "Getting Involved").

@JarbasAl I've successfully forked the OpenVoiceOS/.github repository and taken a closer look at the broken link and its implications. Before I proceed, can I have some feedback please?

1. My initial suggestion of the intended target link (https://openvoiceos.github.io/ovos-technical-manual/) may not be correct, because the same broken link also appears in CONTRIBUTING.md (@mikejgray), alongside a Technical Manual link, which is identical to my proposed target.
2. That suggests that the https://openvoiceos.github.io/community-docs/ link really did exist at some point in the past, but was either moved or deprecated. Do you know which?
3. There might be two other viable candidates for the link target, depending upon who the intended audience is: the ovos-core Home page and its README.md (which has an existing link to the Technical Manual) or this thread on ConversationalAI by goldyfruit. I've checked all of the Documentation links on openvoiceos.org and they all go to the Technical Manual.
4. CONTRIBUTING.md will require a similar edit, for consistency (which I'm happy to add to my PR).
5. Unrelated to the immediate issue at hand, there are identical file names in OpenVoiceOS/.github and OpenVoiceOS/.github/profile, which is unnecessarily confusing everyone, judging by the commit histories. The live README.md is in the profile directory, whereas the live CONTRIBUTING.md file (as linked on the OpenVoiceOS/ovos-core Home page) is in the root directory. It isn't clear which FUNDING.yml file is authoritative, because the time stamps are the same.

@jimkleine The community docs were deprecated. Looks like the links were just never updated. Nice catch!
